New Costa Rican Website for Technical
Training
In partnership with Collège de Bois-de-Boulogne, the Centro de
Investigación y Perfeccionamiento para la Educación Técnica (the Technical Education
Research and Training Centre) in Costa Rica launched a new website for technical training.
Designed primarily for instructors and administrators of the 80 professional and technical
educational institutions in Costa Rica, institutions in other Central American countries
will also find this website very useful. It contains references and information on
establishing competency-based technical training programs, and on the professional
development of instructors. The Education Technology Centre of Collège de
Bois-de-Boulogne provided the technical support for the development of the site and the
training of the web site designers. The site can be found at: www.competencias.cipet.ac.cr.

Defining International Competencies for the
New Millennium
Defining International Competencies, a research paper on
prepared by Dr. David Wilson of the Ontario Institute for Studies in Education, is the
twelfth in the Canadian Bureau for International Education (CBIE) Research Series. This
paper examines the results of a survey of the private sector, government and institutions
to determine the nature of international competencies. A review of current literature on
