Change Management WorkshopA one-day Canadian College Partnership Program (CCPP) workshop,
entitled Change Management - Managing change throughout the project cycle in the
Canadian and overseas contexts, was delivered in five cities across Canada during
September and October. CCPP projects are primarily about affecting change at the
individual, institutional, client and sectoral levels within a particular project context.
This workshop provided an introduction to change management, in the context of the project
cycle, and described the process of change as it occurs, whether with individuals, within
institutions, with clients or within a sector. Workshop participants appreciated the
opportunity for experience sharing which was sparked by the inclusion of presentations by
local college CCPP project coordinators.
Project Review Committee
The Project Review Committee (PRC) is the advisory body that
assists the ACCC Board of Directors to review and approve institutional cooperation
proposals solicited by the CCPP. PRC members are appointed by the Minister of
International Cooperation responsible for the Canadian International Development Agency
(CIDA).
Allan Beattie of Fanshawe College was recently appointed to the
PRC as the representative for Ontario, replacing Bill Conrod. For the past 28 years, Mr.
Beattie worked as a Professor in the Manufacturing Sciences Division of Fanshawe College.
He has an Engineering degree in production with extensive experience in the industrial
sector, having been employed as a tool designer machinist, a toolmaker and a production
engineer. Mr. Beattie also worked for 10 years in the field of property management. His
international experience includes several consultancy assignments in project development
and design in Ghana, Chile, Ecuador and Mexico. Mr. Beattie speaks Spanish fluently.
The PRC met September 19-21, 2000 to complete the CCPP proposal
selection process for the next round of projects. Shortly thereafter, the ACCC Board of
Directors gave final approval for the immediate funding of 25 projects. All colleges and
institutes which submitted proposals were informed of the Boards decision during the
week of September 25, 2000. The following is the list of the projects that received
approval for CCPP funding.

Implementation Handbook
The CCPP Implementation Handbook was distributed to all
Canadian college CCPP project coordinators during recent monitoring visits by ACCC project
officers. This comprehensive handbook covers all aspects of project management and
delivery and includes CCPP project management tools such as: a copy of the contract
between ACCC and the college; formats for annual project workplans, budgets, progress
reports and quarterly financial reports; and, guidelines on gender equality, student
participation, community awareness and financial management. A list of "frequently
asked questions" is also included as is a cross-cultural toolbox developed to provide
CCPP-specific checklists and tools for project managers preparing college staff for
overseas missions or receiving international trainees in Canada. The handbook also
includes a Public Awareness Strategy document which provides practical suggestions and
tools for marketing CCPP projects more effectively.
CCPP Forum
Letters have been sent to lead college and institute CCPP
project coordinators inviting them to the upcoming CCPP Forum to be held in Ottawa from
February 22-23, 2001. The Forum will provide workshops and networking opportunities for
international project coordinators with ongoing CCPP projects. Workshops will offer
presentations by CIDA representatives on key development issues and facilitate exchanges
on best practices in CCPP project management.
CCPP Participatory Evaluation Guides
A series of four guides on participatory evaluation has been
developed by the CCPP team. Practical and succinct, these guides provide an overview of
ACCCs evaluation approach as well as tips for evaluation teams on how to gather
data, sample questionnaires and suggestions for preparing evaluation reports. Those
interested or involved in the evaluation of international projects may obtain these guides
from the CCPP team as of January, 2001.
CV Preparation for International RFPs
Responding to a request from the New Brunswick Community College
network, the CCPP team developed a one-day workshop on the preparation of curriculum vitae
for international Requests for Proposals, particularly for those requested by CIDA. The
workshop was delivered to more than 20 participants in Fredericton, New Brunswick on
September 28, 2000 (in French) and September 29, 2000 (in English). Participant feedback
was very positive. The workshop is now available for delivery upon request to other
